CONSTITUTION
Of
THE NAGA STUDENTS’ UNION,PUNE
Motto: “Unite For Greater Heights”

PREAMBLE:
We, The Naga Students of Pune, do solemnly constitute the Naga Students Union, Pune to secure healthy fraternity and to co-operation amongst ourselves and with other like-minded student organizations to provide the opportunity to the students to express and develop leadership qualities and creativity to promote critical analyses and preservation of our culture and tradition, to foster academic discipline and career of the students. In our union assembly we do hereby ordain, adopt, enact, and give to ourselves this constitution on this day, the 29th of august 1999.

ARTICLE ONE:
NAME:

The name of the union shall be the Naga Students’ Union Pune.

ARTICLE TWO:
MOTTO:

The motto of thee union shall be “unite for greater heights”.

ARTICLE THREE:
JURISDICTION:

Clause (a)
The jurisdiction of the union shall extend to all  the Naga Students’ of Pune.
Clause (b)
There shall not be any other Naga Students Union other than the Naga Students Union of Pune.

ARTICLE FOUR:
MEMBERSHIP:

Every Naga student studying in Pune is deemed to become a member of the union on payment of a prescribed fee off Rs. 15/- of the fresher and old timers respectively.

ARTICLE FIVE:
LEGISLATIVE:

Clause (a)
The legislative body of the union shall be called union assembly.
Clause (b)
The union assembly shall be formed by all the office bearers of the Naga Union students Pune, including college and NSF representatives.
Clause(c)
Quorum of the union assembly shall be half of its membership and decision shall be carried by 2/3rd majority present.

ARTICLE SIX:
EXECUTIVE:

Section A:
The Executive body of the Union shall consist of:

  1. President
  2. Vice President
  3. General Secretary  
  4. Asst.General secretary
  5. Finance Secretary
  6. Asst.Finance Secretary
  7. Cultural Secretary
  8. Sport Secretary
  9. Information Secretary
  10. Statistical Secretary
  11. Representative to NSF
  12. Women co-coordinator
  13. Advisory Board

Section B:
Power and functions of the Executive Officers:
(a) PRESIDENT:
(i) The President as the Head of the councils shall preside over any Union Assembly    and Executive meetings.
(ii) The president shall have discretionary power to sanction a sum of Rs 1000/-(one thousand only), which shall be acknowledge in the earliest Union Assembly meeting.
(iii) The President shall have the power to summon and prorogue and meeting of the Union Assembly and General body meeting.
(iv) The President shall cast the deciding vote in all cases of a tie.
(v)  The President shall have the power to accept/reject the registration tendered in written by any executive officer.
(vi) The President is entitled to use the name of the Union in all dealings related to the Union internal or external matters.
(vii) The President in consultation with other Union Executive shall have the authority to create an office or appoint committees with certain principals to help the Union executives as and when necessary.

(b)  VICE PRESIDENT:
(i) The Vice President shall aid the president with works endorsed to Union by the President.
(ii) The Vice President shall be acting president during the absence of the President an(d shall be vested with the powers of the President.
(iv) The Vice President shall work any functions assigned to him/her by the executive body.
      
(c) GENERAL SECRETARY:
(i) The General Secretary shall keep records of all meetings and proceedings of the Union.
(ii) The General Secretary shall conduct correspondence of the Union as well as notices of all meetings in consultation with the President.
(iii) The General Secretary shall prepare annual reports of the Union and present to the general body meeting during its annual meeting.
(iv) The General Secretary shall advice and work with the Information Secretary.

(d) FINANCE SECRETARY:
(i) The Finance Secretary shall have power to use the Union fund in consultation with the President.
(ii) The Finance Secretary shall record and maintain all the financial transaction of the Union.
(iii) The Finance Secretary shall operate the finances of the Union through a bank account jointly operated by the President and the Finance Secretary.
(iv) The Finance Secretary shall present the budget to the Union Assembly.
(v) The Finance Secretary shall table the Annual Financial report to the Union Assembly prior to the General meeting at the end of its term and shall arrange to get it audited by the audit committee, which shall then be presented to the general body.

(e) ASSST. FINANCE SECRETARY:
(i)  Asst. finance secy. shall assist the finance secretary.
(ii) In the absence of Finance secy., Asst. Finance Secretary shall take over the responsibilities and act as the finance secy.
      
 (f) CULTURAL SECRETARY:
(i)  The Social and Cultural Secretary shall be responsible for revival and promotion of cultural and tradition practices.
(ii)  The Social and Cultural Secretary shall be responsible for organizing students’ functions like musical festivals, traditional and various cultural activities.
 
(g)  SPORTS SECRETARY:
(i)  Sports Secretary shall be responsible for organizing and promoting games and sports activities of the Union.

 (h)  INFORMATION SECRETARY:
(i) Information secretary shall be responsible for giving out information of the Union   activities whenever it is necessary and in consultation with the President and the General Secretary.
(ii) Information Secretary shall maintain a good relationship with like minded organization, press/media and collect up to-date information for necessary coordination and references.

(i) STATISTICAL SECRETARY:
(i) The Statistical Secretary shall record and maintain all the necessary Bio-Data of students studying in different institutions.
(ii) It shall be the duty of the Statistical Secretary to keep the record up to-date annually.

 (j)  ASST. GENRAL SECRETARY:
(i) The asst. gen. Secretary shall aid the General Secretary with all works endorsed to the Executive Union..
(ii) The asst.gen. Secretary shall be the acting General Secretary during the absence of the Gen.Secretary and shall be vested with the powers of the General Secretary.
(iii) The Asst. General Secretary work with any function assigned to him/her by the Executive Body.

ARTICLE SEVEN:
ELECTION:
SECTION A:
The members of the Naga Students Union shall form the Electoral College. Member shall have a single vote to be exercised through the secret ballot.
The Executives have the discretion to form any committee to meet the requirement of the situations as deem fit by them, both ad-hoc and standing nature.
                                            
SECTION B:
The Election shall be conducted by the election commission consisting of at least three members appointed by the president in consultation with the other executives. The election commission shall function through the directive principles given below:
(i)  Any member of the union who is a Naga by birth shall be eligible for contesting for any post in the union assembly.
(ii)  The union executive members shall hold the office for a period of one year. Election will be held once a year during the general annual body meeting.
(iii) In case of accepted resignation / death / loss of membership, there shall be re election for the same post except for the post of President whose office shall be looked after by the vice President till his tenure of office is completed.
 (iv) Any Executive member shall have executive rights to contest for the same or other     of any number of any posts.                                              
(v)  The returning officer shall preside over the election of the Union Executive All nomination shall be done through regular nomination forms duly signed by nominator, person seconding and nominee.
(iv)  In event of any election dispute; if the constitution is silent on the matter, the election commission decision shall be final and binding to all members.   

ARTICLE EIGHT:
MISCONDUCT AND DISCIPLINE:                                                   


SECTION A:
Misconduct is an act which is inconsistent to being a responsible student both in and outside the campus. The following acts and commission on the part of the student shall amount to misconduct.         
(i) Indulgence in drugs, alcohol and other intoxicated articles.
(ii) Elicit sexual in relationship with the opposite sex.
(iii) Theft, fraud of dishonesty in connection with the Union property or the property of another person.
(iv)Willful insubordination or disobedience, whether or not a combination of another, of any lawful and reasonable order of the Union Executive.
(v)Refusal to accept a charge sheet order or any other communication served accordance with the constitution of the Union.

SECTION B:
A student guilty of misconduct shall have to undergo the following procedure of disciplinary action:
(i) A letter of caution served as first warning.
(ii) Informing respective parents/relatives/guardians through letters/phone call/fax etc.
(iii) Expulsion from Union and Pune for two academic years from the date of disciplinary action taken.
(iv) Even non-registered Nagas will come under the preview of the disciplinary clauses of      the Union.
(v) Naga-Working people whether registered or not, will also come under the preview of the disciplinary clauses of the union.
(vi) Expelled person’s details will be publish in local dailies back home and due notification will be given to the NSF, Apex tribal, range and village students’ Unions to which the person belong.
(iv) Live-in Relationship: Executives will permit live-in of opposite sexes if the        parents/guardians sent a letter addressed to the President of the Union, stating that they are of the knowledge of such relationship and the Union shall owe no responsibilities, what so ever may arise from the relation or any other consequences.

SECTION C:
The Action Committee of the Union shall handle disciplinary problems. In consultation with the Executive body and shall be referred to the appropriate body for further as per the decision of the Union Executives.

ARTICLE NINE:
IMPEACEMENT AND AMENDMENTS:
(A) Impeachment: No confidence motion can be moved by any member of the Union Assembly against any Executive member. The resolution shall be passed by a two third majority of he council in order to be valid.
(B) Amendments :  Any member of the Union can move for amendment of any part of the constitution (article, clauses, section) and it shall be opened to the council for debate and shall be considered valid if passed by a 2/3 majority.

 ARTICLE TEN:
COMMITTEES:
(A) AUDIT COMMITTEE: There shall be an audit committee consisting of a Chairman     and two other members to audit the accounts of the Union once in a year. The Audited accounts shall be placed before the general body meeting for passing.
(B) ELECTION COMMITTEE: There shall be an Election committee consisting of a Chairperson and two other members to conduct the election to the Union Executive. The Chairman and the members of the Election Committee may selected by the out going Union Executive.
(C) OTHER COMMITTEES: The Union may setup any other committees for any specific task or purpose.

ARTICLE ELEVEN:
LETTER OF APPROVAL
(i) Any member of the Union desiring to share the same flat- a brother and a sister or vice versa shall produce a letter of approval from their respective parents  and hand it over to the President.
(ii) After receiving the letter of approval, it must be attested by an Executive member (other than President) or by an Executive member of the NCF, Pune , as a witness. It will be only after the President signs the attested letter that the member shall be allowed to share the same flat.
(iii) If any member of the Union is found sharing the same flat without the prior information from the Union as well as from their respective parents, he/she shall have to undergo the procedure of disciplinary actions as mentioned in Section B of Article 8 (misconduct) of the constitution.

APPENDIX
SIGNIFICANCE OF THE EMBLEM
(NAGA STUDENTS’ UNION, PUNE)
1. 5-HILLS: The five hills represent the land of the Nagas and its people covering all the Naga inhabited areas in the North-East India and Myanmar.
2. SPEAR AND SHIELD: The Spear and the Shield placed slantingly represents safe-guarding of the motherland from undesirable outside force.
3. MICRO-WAVES: Micro-Waves like, under the spear, depicts the hills and valleys which symbolizes various stages of struggles in the pursuit of the desired goals.
4. BIRD: The soaring bird above the hills symbolizes the NSUP’S Commitment of rising above any circumstances of life and uniting for greater heights in line with its declared motto.
5. CIRCLE: The circle in which NSUP’s motto is written represents the tie of unity that binds the Nagas together.
